The call by the community for increased security around a community building, in this article in the Herald Sun, is well-founded:

Research clearly shows that the following measures will kerb the rate of vandalism and graffiti to properties:

Security patrols and CCTV, and signage advising of these measures
Keeping the area well lit
Planting along the wall
Removing any graffiti rapidly, and then applying anti-graffiti coatings to the surface
Painting obvious surfaces for graffiti with a community created mural instead
